Experimentation
God is a product of the Technologists experimenting on unwilling cyborgs. Many of the prior attempts perished because of incompatibility with the serum being given.
The technological civilization was cruel with how they treated these people and forced the other cyborgs to watch as each experiment failed to get the desired outcome, an obedient being that can do their bidding against other civilizations and wage war. The prior failed experiments that survived would have an element attached to them like the God does, but it would be weak in comparison.
Rise of God
God was a failed experiment that died during experiments by Technologists (see Experimentation) but one of their elements was Life, which gave them the ability to self resurrect. They then broke out of the technological compound and teleported away using their space element. They ended up finding groups of people that were very anti technology and these new people treated them as a deity, creating the The Theocracy. The followers of God are unaware that they were a cyborg.
The Fall of God
In the end The Theocracy led by God was subdued by being forcibly split into four beings each with their own elemental magic: Nature Elemental, Life Elemental, Space Elemental and Time Elemental. Each of these split beings was contained in a stasis pod around the world. The overall goal is to never get these four beings back together or they will merge once more and resume their bloodshed against technology.
Decay
The choas and destruction from The Fall of God meant that neither the civilization of the Technologists nor the could continue in their once great forms. A few descendants of each had left their cities/towns and created new cultures which have grown into the world that exists today. Magic as people know it now pales in comparison to the magic centuries prior and is gradually weakening as time goes on. The technological civilization has had many of its progresses been forgotten to time but there is still some remnants of its civilization to be seen in the world.
